DHCA: Five new PILOT transactions in FY25; staff cites estimated tax impacts

Robert Love, manager of the affordable housing section at DHCA, told the committee that fiscal-year 2025 included five new pilot transactions: three by-right and two standard, plus three properties that were existing pilots.
Love provided tax-bill estimates based on 2024 records, saying "for the new pilots, it's a little over $1,000,083.719" and that existing pilots totaled $657,429. Council staff used those figures to advise the committee that the Office of Management and Budget expected no additional county expenditures or staffing needs tied to the bill.
The numbers were provided as part of staff answers to committee questions about annual pilot workload and the value of buy-right transactions; staff and DHCA said counts vary year to year and that the county's prior pilot legislation created staffing funded for implementation.
