Council presses administration on procurement, contract continuity and outreach

Multiple council members used Tuesday’s committee meeting to press administration staff about procurement sequencing, capacity-building and how to ensure small, less-resourced providers can access SBSS funds.
"I think that the most savvy organizations will be aware that this money is available and they will have staff on hand to get the money. And it's the small organizations that are scrambling and, may not be aware," Councilmember Balcom said, urging outreach and equitable distribution strategies. Balcom also warned against a "use it or lose it" dynamic that could encourage poor spending choices.
Councilmember Glass and others requested that solicitation materials and contracts clearly state term lengths and reapplication expectations. One member urged the county to highlight on every page that awards are time-limited: "it has to be on every page, highlighted so that everybody understands that this is a 2 or 3 or however long year program and the guarantee after that is whatever it might be," Glass said. Administration staff responded that they expect to offer multi-year contracts (roughly two years) where feasible, will set clear evaluation criteria and will hold pre-proposal sessions to help prospective applicants understand requirements and partnership opportunities.
The committee directed staff to circulate the RFP drafts broadly to the council and to plan further follow-up in the fall to assess outcomes and any needed adjustments.
