County to fund cohort training and open solicitations for small-business coaching

Administration staff described an open solicitation intended to fund cohort training, one-on-one expert consulting and technical assistance for Montgomery County small businesses.
"The 2nd open solicitation is for general business support services including 1 on 1 coaching, consulting and technical assistance, expert 1 on 1 consulting," the administration representative said, adding that cohort training was "probably the most important and impactful thing we can do with this money." The staff highlighted the Amber program as a model to expand.
Councilmember Balcom and others urged that cohort programming not replace one-on-one counseling entirely and recommended outreach strategies so smaller organizations without grant-writing capacity can apply. Staff said they will hold an open session for potential applicants and consider multi-year contracts to offer continuity.
