Half of Montgomery County schools now 4 stars or higher; district sets 2030 target

Dr. Keshia Addison framed the Maryland School Report Card as the districtmetric for public accountability and comparison with other districts. She said the report card uses five indicators (academic achievement, graduation rate, progress toward English-language proficiency, readiness for postsecondary success, and school quality/student success) to produce a 1'5 star rating for each school.
"Fifty percent of our schools have 4 stars or higher," Dr. Addison said, noting that the most recent published distribution showed an increase from 70 to 83 four-star schools while the number of five-star schools decreased slightly. She tied the shift to the MCAP results, academic progress, and school quality indicators such as chronic absenteeism and the state climate survey.
Councilmembers asked what distinguishes a four-star school from a five-star school. Dr. Addison explained the report-card score is out of 100 points across the multiple indicators and that MCAP performance heavily influences the academic achievement component. She also said the district will use the incoming 2024'25 report-card results as a baseline for new strategic-plan targets and incremental goals toward the 2030 commitment.
MCPS staff agreed to present more granular examples of schools that moved between rating bands and to provide guidance for parents on how star-rating changes relate to local school improvement plans and investment decisions.
