City manager previews $2.52 million in CIP requests, highlights bonded Siletz reservoir

City Manager Whit Sheidner provided councilors with a preliminary packet of nine capital improvement project (CIP) requests and a high‑level summary of priorities as the budget cycle approaches.

Sheidner said the total of requests submitted so far is $2,521,522.29 and noted that the Ammon Tank Reservoir replacement is an estimated $2,300,000 bonded project; that leaves roughly $221,000 in non‑reservoir CIP requests so far. Departments submitted a mix of projects: the fire department requested a cardiac monitor and phase‑1 of a three‑phase roof replacement; library staff proposed furniture and signage updates; public safety proposed patrol rifle replacements to maintain training standards; public works and water staff included reservoir and water‑conservation planning work.

Sheidner emphasized these are preliminary submissions gathered to give council an early sense of scale and that department heads can add requests as the process proceeds. He also noted the police building has work planned from a facility reserve fund (parking lot paving, HVAC and interior digital locks) that fall within his signing authority and will proceed this year.

Councilors asked for clarification on line items such as the library bookmobile funding gap (staff cited approximately a $5,000–$6,000 residual gap on a roughly $30,000 purchase) and urged timely review as the formal budget process begins.
