Commissioners asked for a detailed payment schedule and a cash‑flow chart to ensure the city can meet grant milestones and reporting requirements.
Assistant City Attorney Scott Black noted the Notice to Proceed (NTP) would be issued after contract execution and suggested Nov. 14 — the date of a scheduled Special Meeting — as a target for formal authorization. The commission requested the contractor deliver the schedule and billing milestones ahead of that meeting so the city can finalize approval.
