Windstream representative outlines proposed fiber franchise and city benefits

A Windstream representative spoke in favor of a proposed franchise ordinance that would allow the company (and a subsidiary identified in the presentation) to install fiber in the city's right‑of‑way and provide broadband service within city limits.
Tim Gallagher (S9), who identified himself as representing Windstream, said the company's franchise proposal would give the city a 5% franchise fee on gross revenues and included negotiated services for several city buildings (two fire stations and city hall). "We appreciate y'all considering this... we consider these types of franchise agreements to be one city and hopefully provide, high quality broadband service to the residents," Gallagher said. He also offered to open a dialogue with the school system about additional connectivity.
Council members asked to see the negotiated-services language (S5 referenced section 6.4 and page references) and requested copies of the final service provisions; Gallagher said he would provide the documents and engage the school system as requested. Council did not finalize the ordinance at this meeting.
