Staff says House Bill 3991 will require clearer reporting of scope changes

During discussion of scope and funding, staff referenced a provision of House Bill 3991 that requires a process for bringing scope changes to the joint oversight committee for consideration. Staff said the requirement covers scope additions that come with new local funding as well as scope changes requested by local agencies that do not carry separate funding.
"One of the parts of the House Bill 3991 included a process for bringing scope changes ... forward to the joint oversight committee for consideration," staff said. Committee members said that the new reporting mechanism should make scope additions and their funding sources more transparent to legislators and the public.
Staff said the reporting process and associated approvals will require new operational procedures and that they will factor that legislative requirement into the design of the quarterly template.
