Staff presented how House Bill 3991 (2025 special session) changes the CIAC’s statutory membership and duties. Kat Silva and Tovah Pals told members the revised law requires participation by at least two commission members, the agency director, the ODOT chief engineer, and specified subject-matter experts for major-project delivery and federal procurement processes. Tovah said the change moves the committee from a broad advisory body to one focused on project-delivery oversight and clearer reporting.
Tovah Pals, ODOT’s statewide capital program engineer and interim chief engineer, summarized the intent: "the committee will serve as a mechanism to provide more robust project delivery oversight." Staff said the reset includes a new charter, an annual work plan, and reporting templates that will guide monthly CIAC meetings and quarterly reports to the OTC and the Joint Committee on Transportation.
