CIAC finalizes 2024–25 report ahead of transition to monthly oversight

The Continuous Improvement Advisory Committee (CIAC) reviewed and finalized its 2024–2025 report to the legislature, which documents meetings, recommendations and actions taken over the two-year period and will be transmitted to the Joint Committee on Transportation (JCT) and placed on the Oregon Transportation Commission (OTC) consent calendar in December. Moderator opened the meeting and walked members through the report’s table of contents and statutory background, noting the document also reiterates prior work tied to conditional fuels tax changes and performance-measure updates.
Kat Silva, an ODOT presenter, explained the report “captures the events and activities, the recommendations the committee has made, and actions taken on them in 2024 and 2025.” Staff said the report will be the final biennial document for this committee because the reset under House Bill 3991 moves oversight to monthly CIAC meetings and quarterly reporting. Tovah Pals, ODOT’s statewide capital program engineer and interim chief engineer, said staff will prepare a hand-off package for the incoming CIAC in January summarizing feedback and proposed reporting templates.
