ODOT proposes KPMs that report percent 'good' and 'poor' for pavement and bridges

Phil Case, performance measurement program manager, told the committee the agency plans to change how it reports asset condition for pavement and bridges. "What we're proposing is 2 key performance measures, for pavement and for bridge: 1 is percent of highway lane miles recorded as good, and then 1 is percent of highway state highway lane miles is poor," he said, noting the change aligns state reporting with federal measures and with ODOT's strategic action plan.
Committee members probed technical details, asking whether bridge condition should be measured by deck area, by count or cross-referenced with route volume and average daily traffic to reflect importance. Staff answered that deck area standardizes asset size for reporting while programming and investment decisions also consider route, ADT and freight. Members emphasized preservation: keeping assets in good condition is less costly than letting them fail and replacing them later.
