Staff said the assessment is intended as a baseline and that depending on cost the city might not fit the project into the 2026 budget and could instead begin work in 2027 or 2028, with construction and bond timing potentially in the 2030–2032 window.
Council suggested narrowing scope—one council member recommended removing the police department study because that facility was recently constructed—and discussed a strategy of phasing work and incrementally increasing the levy to build reserves for a future bond. Staff and council also discussed ADA compliance at city hall (doors, bathrooms, council chambers and front-desk accessibility) and asked staff to obtain a cost estimate from architects and engineers and to consider phasing ADA fixes across multiple years rather than one large project. No bond or budget was approved at the work session; staff will return with phased cost estimates and timing scenarios.
