The Silver Spring Township Board of Supervisors voted 4-0 June 24 to approve consolidated conditional-use applications CU2026-4 and CU2026-5 to install roof-mounted solar panels on an industrial building at 40 Dauphin Drive.
Paul T. Schemel, the applicant’s attorney, told the Board the proposal is similar to a previously approved Fry Drive project and that the Planning Commission’s conditions had been repeated for this site. "This should be my last appearance," Schemel said as he introduced Garrett Peterson of Sigma Renewables to explain the project.
Garrett Peterson, identified in testimony as a principal of Sigma Renewables, described the site as "an industrial space currently used by Andersen Windows" and said the company has coordinated with PPL and the Pennsylvania Public Utility Commission and provided an Emergency Response Plan to the Fire Department. He also said the applicant completed a sound study showing compliance with ordinance decibel limits and confirmed that the applicant would provide training and a 90-day notice to the Township upon lease termination.
Solicitor Sean M. Shultz and Peterson clarified that site-specific training or training from another site would be acceptable. Vice Chair Laura Brown said she was "comfortable with the same conditions" imposed on the earlier Fry Drive approval. Supervisor Mark Potteiger moved to approve roof-mounted solar panels in the I-2 zone; Supervisor David R. Lenker II seconded. The Board voted aye and Chairman Carldon R. Machamer declared the motion carried.
The approval applies to the parcel identified in the hearing record as 40 Dauphin Drive (Parcel ID 38-20-1823-010A). The application record notes conditions addressing landscaping, rooftop and equipment height limits, a sound-study compliance requirement, and a 90-day notification period tied to lease termination. There was no opposition recorded at the hearing.
