Council to route proposed fee schedule to budget committee; staff to finish East Broadway parking review

City Administrator Sandy Wells told the council staff is preparing a consolidated fee schedule so future fee adjustments can be handled in one ordinance rather than multiple code updates. She asked whether the council preferred the budget committee or ordinance committee review; several members recommended the budget committee take the lead and then, if necessary, refer items to the ordinance committee.
Mayor also updated the council that the East Broadway parking review (prepared by Dustin at Pioneer) should be ready for presentation at the next meeting. Council members asked staff to compare regional approaches to permit-ready ADU designs and to investigate how tiny homes (some built to be permanent and some constructed on chassis) would be treated under the city's building code and whether they could be included in ADU options. Building official Robert Thompson clarified that plans are required for single-family residential ADUs but engineered stamp drawings are not required at this time for single-family; different rules apply for multifamily and commercial projects.
