The Fremont City Council voted to approve Resolution 2026-036, which permits the use of printed facsimile signatures for city and utility checks as an administrative change to current practice. Jennifer Knabb, finance director, told the council the change does not alter review procedures or controls: the city will continue to use positive pay, have dual signatories, and work with banks and auditors to prevent forged checks.
"It is simply instead of me signing my name, we're gonna print it," Knabb said, adding the city will continue to upload check data for positive-pay verification and have two people review invoices and signatories before checks are printed. Council clarified that this is a mechanical change and not a weakening of internal controls; the resolution was moved and approved with six votes in favor.
Knabb said the city will use existing check stock until it is exhausted and will implement printing via the ERP system. No budget impact beyond administrative implementation was reported during the discussion.
