Ben Goldberg, STIF program manager, described two central changes: a standardized oversight process for qualified entities over subrecipients with a formal dispute‑resolution path, and a contractor‑classification test so smaller contractors can be treated under a streamlined oversight regime rather than full subrecipient requirements.
Suzanne Carlson, Public Transportation Division administrator, said the rules also clarify definitions, create permanent grant agreement authority to improve oversight and corrective‑action options, and establish new plan categories for operations reserves and planned contingency projects with caps (15% contingency of plan costs; 12.5% cap on operations reserves measured against budgeted operations). "These changes are intended to create a streamlined process to avoid duplication while ensuring uniform standards," Goldberg said.
The commission discussed concerns about flexibility for providers during economic downturns, and Chair Brown asked staff to ensure the caps and reserve language are explained clearly to smaller providers. Commissioners voted unanimously to adopt the rules and asked staff to transmit notice to the advisory committee and stakeholders.
