ODOT safety plan update: fatalities down but serious injuries rising; distracted driving spikes

ODOT staff presented an update on the Transportation Safety Action Plan (TSAP), calling for targeted engineering, enforcement and education countermeasures to reverse rising serious-injury trends.
Amanda Peetz (S19) and Mary McGowan (S18) said fatalities have decreased since 2022 but serious injuries have climbed. The TSAP analysis shows roadway-departure crashes account for about 39% of fatal and serious-injury crashes; intersections account for about 38%; speed-related factors appear in roughly 25% of those crashes and alcohol/drugs are implicated in about a third of speed-related serious incidents. Staff highlighted a troubling rise in distracted-driving involvement—flagged as increasing by 116% between the 2014–2018 baseline and 2019–2023 data sets—while noting distraction is commonly underreported.
Staff proposed emphasis on systemic countermeasures (rumble strips, roundabouts), targeted enforcement grants, speed management tools and continued investments in vulnerable-user safety. Commissioners asked for effectiveness and cost-effectiveness data on automated photo enforcement and for greater clarity on law-enforcement funding flows; staff agreed to follow up.
