Council approves Douglas Street change orders, adds ADA ramps and a California Street upgrade

The Glendive City Council approved three change orders to the Douglas Street construction project during its July 14 meeting, adding accessibility features and a major upgrade to California Street.

A committee member told the council that change order No. 1 will add American Disabilities Act-compliant ramps at a cost of $63,985. "The change order adds ADA ramps at a cost of $63,985," the committee report said. Council members voted to approve the change order after confirming the project remains under budget, allowing the extra work to proceed without additional city funds.

Change order No. 2 covers the Clouse Street extension; the committee presented estimated construction costs of $82,477, design engineering at $8,000 and construction-engineering at $18,500 for a combined estimate of $109,327. The council approved that change order as well.

Change order No. 3 upgrades California Street based on Interstate Engineering’s April 16, 2026 recommendations, with projected costs of $569,838. According to the presentation, those costs will be paid through a special improvement district assessed to affected property owners, with the original engineering costs handled separately. The council discussed the SID funding mechanism and financing approach, including soliciting bids from local banks to match repayment terms with annual assessments.

Director of Operations said the work should proceed quickly while the contractor is in town and that the city plans to solicit financing bids to align yearly assessments with the loan debt service. The council approved all three change orders and noted the upgrades should improve safety and paving in the project area.
