ODOT staff told the commission they plan a multi-year update to the Oregon Highway Plan (OHP) to modernize system definitions, preservation and maintenance policies, and mobility targets, and to align the plan with the department’s new Capital Investment Plan (CIP).
Amanda Peetz (S19) said the OHP has been amended often since 1999 and needs comprehensive modernization to reflect current practice and federal/state updates. Region 1 Manager Ryan Winsheimer (S20) and Michael Rock (S21) described how facility classifications, performance targets (including VMT and emissions measures), and clearer investment priorities will guide project selection and regional planning. Commissioners discussed modernizing engagement tools—virtual testimony, story maps and interactive polling—and approved launching a 45-day public review for updates to the agency’s public-involvement policy to set minimum timelines and clearer expectations for stakeholder input.
Staff said the OHP update will inform the CIP and feed project prioritization for the 2026–27 work, with a policy development schedule aiming for substantive content in 2026 and adoption in 2027.
