The Santa Ana City Council received and filed the Police Department's annual military‑equipment use report July 12 following extended council questioning about deployment criteria and public outreach.
Police Chief Rodriguez and Commander Sorensen told the council the report covered the year from May 1, 2025, to April 30, 2026, and listed 36 field deployments including 21 SWAT activations; the chief said seven deployments were related to civil unrest. "It's based on several factors ... there has to be a specific threat," Chief Rodriguez said in explaining the department’s threshold for deploying specialized equipment.
Council member Hernandez described his personal concerns rooted in a separate, earlier shooting that involved other agencies and argued the city must prioritize rebuilding community trust. Hernandez moved that the council refuse approval of the equipment; Mayor Mesquah offered a substitute motion to receive and file the report and reaffirm the city ordinance. After debate about transparency, community meetings, the use of drones, and oversight, the council approved the staff recommendation 5‑2 (Hernandez and Vasquez dissenting).
Council members and the chief said the department had presented the report in community meetings (Commander Sorensen said roughly 15–20 people attended the community meeting) and updated policy language in response to the Police Oversight Commission. Several council members asked for more granular deployment information (dates, locations, and scenarios) in future reports and for a separate briefing on drone operations.
