Council affirms emergency declaration for combustion turbine repairs

Jeff Shanahan, utility general manager, briefed the council on ongoing combustion turbine inspection and repair work that has required significant change orders to return an in-service unit to operation. He said numerous components (valves for the dry low-NOx system, burner liners, exhaust hood expansion joints) are in the shop and several repairs are urgent to restore the unit and allow additional units to be serviced.
Shanahan explained Nebraska’s $120,000 spending threshold for certain generation work and said the utility has sought statutory relief to increase that limit; because of time-sensitive repair windows and limited service windows for turbine outages the council was asked to affirm an emergency declaration for expenses in excess of the spending limit. Council approved the resolution 8–0.
