Council voted to accept a design contract with Schimmer Associates for the renovation of the City Hall building’s basement, first and third floors. Staff said the second floor was renovated earlier in the year and that the selected firm was the lowest-price qualified proposer after a competitive solicitation.
Staff described a phasing approach that will allow the council to limit construction to items within the current capital budget or to reallocate CIP funds later. Staff also said the firm identified cost-savings options and will provide a detailed estimate to guide construction phasing. Council members asked about long-term construction costs, priority sequencing (HVAC and electrical upgrades flagged as high priority), and funding sources; staff said utility funds help cover a portion of the work and the project will be scoped to current budgets unless council elects to add funding.
