A commissioner reported that construction at Forest Hills Landing proceeded in a way the county later judged to be out of compliance with the project's permit. Staff said they did not realize the issue until after construction had started and that the county is waiting on Carbon Engineers to inspect the site and recommend next steps.
"...we're at the mercy of the 4 visionaries at this point to come in and look at that," said the commissioner (S3), who also noted ongoing use of the site and concerns about liability during construction. Commissioners discussed the need to avoid undoing work already completed and to ensure compliance without unnecessarily halting needed site access.
No enforcement action was announced; staff said they would notify the board after Carbon Engineers completes its review.
