Board orders demolition at 410 Elks Drive and requires first-responder warning

The Building Standards Board unanimously ordered demolition at 410 Elks Drive and adopted a friendly amendment to post a first-responder warning on the property.
Crystal Town, a dangerous-premises officer, documented severe interior and exterior deterioration, heavy accumulations of trash and debris, and evidence of drug activity discovered during a DART operation. She told the board that the structure posed hazards to occupants and to first responders because walkways and ceilings had collapsed and utilities were disconnected. "Staff recommends demolition and for the property to be vacated," she said.
SAPD officers described repeated contacts, large groups of occupants and arrests; one officer said the site was on a high-traffic corridor near school and church facilities. Legal staff suggested the board could require a posted warning to notify first responders of hazards; the board added that requirement as an amendment. The board then voted 7–0 to order demolition within 30 days, vacate and secure the property, keep utilities cut and post warning signage for first responders.
The order includes a standard appeal period; staff will provide owners and lienholders written notice of the order and next steps for compliance or appeal.
