Owners and consultants (Braulio Ford and Joaquín Arch) said they have experience rehabbing similar properties and asked the council for up to 120–180 days to secure financing and begin work. Staff and legal counsel recommended registration with the city's vacant-buildings repair program and noted the council could require bonds or extend time at its discretion if substantial compliance is shown. The council voted 6-1 to reinitiate the case with conditions including registration, securing the property and regular progress reporting.
