Amy (Land Services staff) summarized the application: three parcels totaling about 154.58 acres, proposed use of 98 acres for manure application, and a reported offset rating of 93%. Amy noted concerns about potash (potassium) buildup and said Soil & Water recommended a 50‑foot grass buffer to control roof runoff and erosion. The application included an odor minimization plan and a mortality-disposal plan (rendering with burial as backup).
Commissioners reviewed the manure management plan and technical analyses. Commissioner Clint noted low phosphorus across most acreage but flagged potash levels as near thresholds; Soil & Water recommended the site was suitable with a 50‑foot buffer. The applicant, Shane Sengle, said neighbors had been contacted and that some neighbors were willing to accept manure if needed. A public commenter, James R. Meyer, raised concerns about prior pumping incidents at a different nearby operation and possible record violations; the applicant acknowledged a past hose leak in 2020 and said crews cleaned it up and took corrective steps.
After addressing criteria questions and adding two conditions (a 50‑foot grass buffer and coordination with the township on driveway access), the commission moved, seconded and unanimously recommended approval to the County Board. The recommendation will be considered at the Morrison County Commissioners' July 28 meeting.
