"There are 4,242 licensees," Boyette said, and she described two primary budget asks: a roughly $6,000 total salary progression to recognize long‑tenured staff and an increase in per‑diem authority (about $360) to reflect more frequent board meetings.
Chris Bourne, board chair, and Boyette said the board uses a license management system (LMS) that is no longer supported and that the vendor provided a one‑time upgrade estimate of about $38,610; if ITS/cloud migration is required the contractual budget could rise by roughly $44,155. Committee members pressed on data security and backup practices; presenters said payment data is handled through the state portal and that the LMS must be migrated or patched to meet current security standards.
