Tanner, village staff, described specific changes intended to tighten controls: removal of park camera sites from the deployment, limiting ALPR sharing to Wisconsin agencies, removing one‑to‑one sharing with 287(g) participants, opting out of broader ALPR lookup tools, and stronger internal auditing. "I've been forwarded those recommendations to Flock and they have that at their legal council and we're waiting their response right now," Tanner said.
Some members cited publicized vulnerabilities and vendor partnerships as reasons for caution. One committee member pointed out prior public concerns about Flock negotiations with Ring, saying the earlier talks ended after public pushback. Staff responded that many past issues were due to process or firmware gaps that Flock has addressed and that state officials had raised questions and received technical briefings.
The committee directed staff to continue the legal review and to report back with any contract language changes before the board makes a final procurement decision.
