Staff explained the town amendment process: registered voters may propose dollar-amount changes to budgets during the meeting; if approved, the new dollar total becomes the budget but voters cannot dictate how added or removed funds must be used. "Budgets passed. Articles passed," the presenter summarized, noting that towns can both reduce and add money during session but cannot earmark additions for specific spending directions unless voters specify the intent at the time of amendment.
