Council discussed a potential boundary-line adjustment affecting the industrial park and adjacent parcels. Staff reported a 1990 boundary change that previously brought the industrial park into town limits and noted recent land transactions near the park; moving the Dominion substation into town limits was cited as a potential revenue benefit.
Staff proposed compiling a list of affected residents and sending informational letters outlining tradeoffs (town taxes vs. in‑town water rate savings) to gauge resident interest before pursuing formal annexation with the county board of supervisors. Council agreed to continue investigating cost/benefit implications and to delay formal outreach to the county until the budget cycle is complete.
No formal action was taken at this meeting; staff will continue analysis and resident outreach.
