Board: district making 'reasonable progress' on most citizenship indicators, writing proficiency lags

Director Carrie Huth presented the R3 results-monitoring executive summary on citizenship, which covers four elements including civic rights/responsibilities, teamwork, communication skills and environmental stewardship. Huth told the board that of 12 indicators, seven met reasonable progress while five did not meet the benchmark.
Huth highlighted that about 40% of students in grades 6–12 participated in two or more co‑curricular activities and that the district showed progress on environmental stewardship measures. The board and staff noted writing proficiency declined relative to the benchmark and remains an area of concern; Huth said the district is pursuing curriculum adjustments and professional development to strengthen writing instruction across grade levels.
Board members also questioned voter‑registration measures (reported decline from 39.7% to 27.4% in one comparison), and staff said statewide declines complicate interpretation. Trustees asked staff to continue monitoring and to re‑examine benchmarks (for example, world‑language proficiency targets) as additional years of data become available.
