The board voted to increase Fund 80 support for out-of-school-time programming, a change that district staff and Boys & Girls Club representatives said is intended to preserve staffing ratios and avoid reinstating family fees when temporary grant funding ends.
A representative from the Boys & Girls Club said the actual cost to provide out-of-school time programming in La Crosse is about $5,700 per child per year under current operations and that membership-fee collections at La Crosse sites typically cover about 25% of that cost. "I do not have a specific number for you but I can tell you... when we have charged at our lacrosse sites I believe our collection rate is about 25%," the representative said.
Under the proposal the district would add an estimated $200,000 to Fund 80 to make several sites Fund-80-supported, preserving a 1:10 staffing target at the highest-priority elementary sites and maintaining targeted services such as mental-health supports and tutoring. Board members pressed for accountability measures, reporting metrics and clarity on private fundraising that offsets program costs; staff said reporting and impact-measure measures will form part of Fund 80 agreements with providers.
The motion passed by recorded tally (board announced a 5–1–1 result in the transcript); staff said the increased support aims to avoid enrollment fees and reduce barriers to participation when ESSER and other temporary funds expire.
