At the start of the meeting’s petitions and requests period, Justin Dunlap introduced himself as a recent arrival to the area and said he purchased 7.5 acres near North Singleton and Parish. He said he plans an agricultural operation and requested rezoning from Residential‑1 to a general agricultural use to accommodate farm activities and educational programming.
Dunlap asked whether the rezoning hearing, currently scheduled for October–December, could be accelerated; staff confirmed the city has a complete application and will bring it forward when ready. He said farming in the city is currently constrained by zoning language and offered to help city staff or a subcommittee review documents so Titusville can better accommodate agriculture in its land‑use code. Commissioners thanked him and indicated interest in reviewing the application when it is formally scheduled.
