Board adopts revised class-size and open-enrollment policies after heated public input

After extended public comment and debate, the Keene School District Board of Education voted on two policy updates intended to align district capacity language with recent state rule changes. The board adopted the revised class-size policy (IIB) with an 8–1 vote and then approved the admission-of-nonresident-students policy (JFAB) 9–0.
Policy committee members said the IIB edits reflect state N306 rule language and move grade-group boundaries to K–2 and 3–5, which increases the recommended third-grade cap by five students in the district’s wording. Board members, staff and public commenters debated the change at length; several trustees said adopting a clear maximum was preferable to the existing ambiguous “strive for” language because it would allow the district to define capacity for open-enrollment decisions.
Board Chair Rob Malay summarized the administrative position that staffing decisions are made by administration based on budgeted projections, but said the board would direct further review. Trustee discussion closed with a motion to adopt as presented; the motion to move to the vote carried and the IIB policy passed 8–1. Members directed the education and policy committees to revisit implementation details and to solicit input from principals and classroom staff over the summer.
