City staff reviewed solid waste operations and proposed a $1 per‑ton increase to move non-resident tonnage rates to $50.50. The presenter said the solid waste fund currently balances at about $2.7 million in revenues and expenditures but that capital and post‑closure costs support continued incremental increases to catch up with earlier underfunding.
Staff also described an agreement with the city of Borger to incrementally increase Borger's rate by $1 per year (subject to their approval) to bring them closer to full cost recovery; staff said immediately removing the Borger discounted arrangement would risk losing that business to Amarillo and shifting more cost to Pampa residents. The commission was advised an ordinance and detailed rate schedules will be included for the work session and subsequent readings.
