La Crosse School District met with consultants from SEH on a workshop to explore reuse and redevelopment options for three surplus elementary school sites: Emerson, Spence and Hinchin. SEH presented draft existing-conditions and market analyses and then asked board members to help map realistic redevelopment scenarios.
Consultants said none of the buildings are without options but that significant investment would likely be required. “The buildings are in decent shape, but not great shape and would require some remodeling,” the SEH presenter said, noting for many scenarios demolition and redevelopment may be the highest-and-best use. The presentation highlighted that all three sites are municipally served for water and sewer, are not in flood zones and have no known contamination, but that legacy materials such as asbestos and lead-based paint are potential redevelopment liabilities.
Board members polled their priorities using a live Menti survey; poll results showed emphasis on minimizing carrying costs and ensuring district needs are met, with neighborhood compatibility and addressing community needs also receiving support. Consultants instructed breakout groups to sketch scenarios at tables and documented the results for a follow-up report.
