Putnam County commissioners on July 14 read and signed a proclamation declaring the county a "Stroke Smart County," endorsing broader public education on stroke prevention, recognition and rapid response.
Commissioner Larry read the proclamation aloud, noting stroke is a leading cause of death and long‑term disability and highlighting the BEFAST mnemonic for recognizing stroke symptoms: balance problems, eye/vision changes, face drooping, arm or leg weakness, speech difficulty and time to call 911. The proclamation commits the county to participating in stroke‑literacy efforts across county and municipal buildings, hospitals, clinics, pharmacies, health departments, fire and EMS departments and schools.
A representative from Vandalia CAMC thanked the commission for the proclamation and urged officials to use it to raise local awareness so residents can get time‑sensitive treatment faster. "If everyone can recognize that a stroke is happening, we can get them the treatment as fast as possible," the speaker said.
The proclamation was dated July 14, 2026 and was signed by members of the Putnam County Commission and County Clerk Brian Wood.
