District proposes birth-to-three focus, seeks coordinator to build early-childhood strategy

District leaders told the board they want to expand Fund 80 support to earlier childhood (birth-to-three) and to fund a coordinator to lead an initial needs-and-asset assessment. The presenter described the proposed position as a permanent Fund 80–funded role to "coordinate these efforts ... for four to five years to make sure that thing's off the ground and it works," and said the first year would focus on stakeholder engagement, root‑cause analysis and strategy design.
Staff framed the recommendation as an attempt to shift from reactive (transactional) interventions to a more transformational model with long-term impact on school readiness. Trustees asked for clearer cost estimates and for staff to explore using nonprofit or foundation supports (an LTE or partner funding) as alternatives to a permanent district position until needs-assessment results clarify long-term needs.
