Crewe adopts vacant‑building registration and criminal‑blight ordinances

The council considered and adopted a vacant building registration ordinance and a criminal blight abatement ordinance at the March 10 meeting.
Staff explained that the vacant building definition requires multiple conditions to be met — including dereliction, absence of lawful connection to utilities and a continuous condition that may endanger public health, safety or welfare for more than six months — before a property is subject to registration. On criminal blight, staff said the Code of Virginia allows localities to adopt ordinances enabling criminal blight enforcement; a draft ordinance, process guide and legal references were provided in the packet. Council moved to adopt both ordinances; the motions carried by voice vote.
Staff also provided a process guide for spot blight abatement and said additional public-facing materials and legal references are included in the packet for council reference.
