Council considered a personnel policy amendment to permit regular full‑time employees who have prior service with VRS employers to have those years count toward annual‑leave accrual. The proposal responds to cases where experienced public‑sector applicants (for example, employees coming from VDOT or other state agencies) lose previously accrued leave because they are treated as new hires for leave accrual purposes.
The town manager explained the change would "allow them or anyone who is on a VRS ... to come in with that ... for the purposes of leave," and council members debated limiting the policy to VRS employers versus expanding it to other public‑sector or private‑sector experience. Members also discussed whether the policy should be applied retroactively and, if so, to what date (the manager noted Jan. 1 as a possible retroactive point). The Personnel Committee was asked to refine language, consider retroactivity and return a recommendation to council; no final retroactive date was adopted at the Oct. 15 meeting.
Council members framed the policy as a recruitment tool to attract experienced public‑sector staff while noting case‑by‑case exceptions might be needed. The final wording and any retroactivity will be resolved by the Personnel Committee and brought back to the council for action.
