The manager told council that four roofs at the plant are in condition for replacement and that operational reserves include roughly $59,000 with about $14,000 already used. Council members questioned why multiple roofs required replacement at once and why the item was not in the packet. “I still have a problem with finding out that all four roofs in that facility miraculously all need replacing at the exact same time,” a councilmember said, pressing staff on prior inspections and timing.
Council moved to approve up to $40,000 from the operational reserve line to sign a contract and directed staff to solicit another bid for comparison. The motion carried by voice vote. Staff said using reserves is consistent with the purpose of that line item for unexpected but necessary infrastructure expenditures.
