Board reviews proposed 2027 capital improvement plan, flags Hasmer Lake and wastewater projects

Administrator Heitkamp presented the village's proposed 2027 Capital Improvement Plan on July 14 and asked the board to review projects ahead of a draft budget for August.
Heitkamp walked through major categories: debt-eligible road projects and a 1-ton dump truck under streets; a bundled squad-and-body-camera purchase for police ($137,500); an IT/server replacement and a proposed $100,000 placeholder to explore an enterprise resource planning (ERP) system to allow ACH/digital payments and other functions; and parks projects including year-two design and grant application work for Hasmer Lake Park. Heitkamp said completing the Hasmer Lake master plan to full vision would cost about $3.5 million and that the village and Director Menzel would seek grant opportunities in lieu of a Knowles-Nelson grant that is no longer available.
On wastewater, staff described two related projects: work on the aeration basin and treatment-plant upgrades (phase 2A) that were previously rebid; the lowest prior bid was about $1.247 million and staff are evaluating bundling work to improve bidding outcomes. Heitkamp said the village expects a roughly $48,000 state grant toward the northern segment of Jackson Drive and asked staff to return with final project costs and tax-impact scenarios for the August meeting. Following discussion, the board directed staff to proceed with capital project planning and return a draft 2027 budget and capital projects plan for review next month.
