Faced with recent staffing shortages and a short‑notice vacancy, the board voted to authorize Express Employment to provide temporary staffing services while city hiring continues.
Supporters noted the service provides rapid placement to avoid service downtime: "If we need somebody, we need them; if we don't, we don't," one alderman said in support. The city attorney and staff discussed liability questions and explained that insurance and contractual language would govern risks, and that employees placed through the agency are not automatically enrolled in PERS. The board also discussed contract length and termination rights; staff said the city may stop using the service at any time.
The motion to authorize use of Express Employment passed with three yes votes and two no votes. Staff will proceed with the contract as negotiated and continue interviewing direct applicants; opportunities remain to hire successful temps into city positions under the city's normal hiring process.
