Council and Committee approve electric substation work, switch purchase and water-service contracts
Summary

The council approved Resolution 20 26-87 to purchase an automated switch for the Kestlinger Road substation under an existing WESCO contract with an estimated cost of $148,901 and with anticipated delivery in 2027–2028 due to long lead times. Superintendent Holton was available to answer technical questions during the council meeting.
At the Committee of the Whole later that night, members approved a professional-services agreement with Stanley Consultants, Inc. for the Kesslinger Substation Upgrade Project in a projected amount of $354,072, following a staff RFQ and evaluation of three firms. The committee also approved a construction contract with IHC Construction Companies LLC for lead and galvanized private-side water-service replacements on East State Street for $324,360 and allowed a 10% contingency (up to $356,796). Staff said nine services are known lead/galvanized and the bid includes up to 20 replacements.
