Council allows restaurants in DIM district and approves special-use permit for 321 Stephen Street

The Geneva City Council voted to amend the DIM (light industrial/mixed-use) zoning district code to add "restaurant, eatery, or cafe, no drive through" as a special use (Ordinance 20 26-14). City staff told the council the text amendment would allow restaurants where they were previously not permitted; the change passed 8–0 with two members absent.
On the related item (Ordinance 20 26-15), the council approved a special-use permit for a sit-down restaurant at 321 Stephen Street, to operate with a maximum of 20 seats. Applicant Joe Stanton described anticipated hours similar to existing catering operations and said tabletop reservations would be emphasized. The Planning and Zoning Commission recommended the special use on July 9; the council approved the permit 8–0, 2 absent.
