"The premises consists of almost 14 acres ... we're proposing to subdivide the premises into 14 lots," Joffrey said, and Collins added that septic tests were sized for five-bedroom houses.
Board members and staff urged more detailed technical submissions: a long-form environmental assessment form, a wetlands delineation by a qualified expert, a tree survey for the limits of disturbance and confirmation of DEP reservoir setbacks. Several board members raised concerns about the project's apparent density, lack of planned open space, the length of the dead-end road versus town standards, fire department access and whether a clustered design could preserve shared open space. The board asked the applicant to return with the requested materials for further review.
