Council members discussed a plan to recodify the city's ordinances by integrating language from the League of Cities and adding enforcement 'teeth' where sections lacked penalties. Members noted past problems from approving ordinances without fully reviewing cross-references and said the process would include two public hearings prior to final approval.
The council asked staff to compile the current loose ordinance papers, add necessary verbiage and cross-references, and schedule two meetings for public comment: one to introduce the changes and a second meeting for possible adoption. “We should approve all of them at once just because there’s a lot of sections that reference other sections,” a member said during the meeting.
