Kim, who answered for the insurance presentation, said the 35% increase in the unemployment-compensation line is based on actual and projected claims and that a 40% increase in deductible coverage reflects a rise in automobile claims that have required deductible payments. "Those are based on actual claims and projected claims," Kim said when asked why unemployment compensation was up. On health insurance, Kim said the town budgets at 10 percent but the state was projecting a 12 percent increase and that final figures are not released until May.
First Selectman and Selectman Rich pressed for specifics about which departments or positions are driving unemployment claims; Kim said personnel-level details are handled by human resources and would not be released in open session. The board also heard that workers' compensation administration will move from fully funded to self-funded to realize savings, with a third-party administrator to manage claims. The board voted in favor of the insurance budget by voice vote during the meeting.
