Commission rejects rezoning of 15.03 acres from R-1 to R-2 after public comment

On Jan. 13 the City of Harrisburg Planning Commission considered a zoning map amendment to rezone roughly 15.03 acres of Tract 2 of Paul Alan Addition (Parcel #271.26.00.200) from R-1 single-family detached to R-2 low-density residential. Jennifer Preheim introduced the application on behalf of staff; Aaron Norman of Norman Engineering & Surveying answered questions.
A large group of residents spoke during the public hearing, including Jason Tjeerdsma, Brandon McLellan, Bryce Healy, Aaron Zahn, Derek Ricci, Travis Duncan, Beth Baloun, Clint Brunner, Greg Horst, Jimmy Huetl and Sean Rasmusson. Staff member Heath VonEye told commissioners the subdivision process, a recently completed housing study and a traffic study for the area are under multi-agency review.
Commissioner Rob Doyen moved and Commissioner Jim Nielsen seconded a motion to recommend approval of the rezone to City Council. The roll vote recorded Yeas: Doyen and Bicknase; Nays: Irish, Schipper, Kraft and Nielsen. The motion failed by a 2-4 vote and the Commission did not forward a recommendation of approval to City Council.
The record shows substantial resident participation in the public hearing and staff indicated additional technical studies are in review. The Commission's action leaves the applicant’s rezone request without a positive recommendation from the Planning Commission; any future action would depend on whether the applicant revises the proposal or requests reconsideration before the City Council.
