The Ramseur council considered a Duke Energy request for a 30-foot easement (15 feet on either side of the center line) across a small town-owned parcel that staff described as landlocked and originally purchased as the possible site of a pump or lift station.
Council members and staff raised concerns that a line routed through the parcel could prevent future use (for a pump station) and discussed whether the town has existing access rights. Tax and deed searches were cited: the parcel was listed in the meeting as roughly 0.08 acres (about 3,484 sq ft) and tax-valued very low. Adjacent-property ownership (Richard King was named as owning surrounding land) and the lack of a clear route diagram from Duke Energy led the council to delay action. One staff member said he would search the register of deeds and scan the deed to staff; council members also discussed letting the homeowner use a temporary pole while the town gathers documentation. A motion to table the easement to the July regular meeting to allow time for deed and routing information was made, seconded, and carried.
